How to make a custom home page similar to these sites?

Ok, I want to create a custom homepage that would pull the latest posts from specific sections and display them on the homepage with an image from the thread and a small description (something basically easily done in Wordpress).

Sites example I am talking about are -

myegy.com - a perfectly custom made homepage, perhaps a script.

http://www.vbiran.ir/maghalat.html - This is just perfect, they use the articles forum mod but It works so differently for them.

Please can someone guide me to make such a custom homepage which would pull the latest posts posted in the forum to the homepage? Thanks alot in advance!
