design help needed

hi guys, I am starting my first forum. I've gotten it up and running but I need some design help.
first, I want to replace the bulletin image/lnk at the top of every page with an image/link the is intended for my site. I have looked through the manual a few times but cannot find any help for this.
next, I want to place titles on each of my categories. similar to the version 4 discussion, version 3 discussion...... where do i find out how to do this?
