Generally speaking, is it better to do a lot of hacks and then get a custom skin, or get the custom skin and then do a lot of hacks?

hmm, depends on the hacks i think.

i prefere doing the hacks first, because then the skin can be optimized to make the hacks looking even better

If you have alot of hacks that make alot of template changes your going to have to re-apply them all to your new skin when you get it (unless of course its based on your current skin with all the edits already in it).
