Do you have FTP access?
I find it rather odd that you forget your password AND your email address??? |

Make a new account with whatever password you want, then go into the "user" table, look for your md5 password hash and the salt, copy/paste the salt and md5 password hash into the appropriate fields in your admin account. While you're here you can also retrieve your email and/or change it.

That won't work, because he doesn't know what the password is. I'm sure there's a utility provided with the default vBulletin files, in a do_not_upload directory, that will reset the password of an administrator if you upload it via FTP

Well i'm assuming he doesn't have access to his board account, but still has access to his server and/or phpmyadmin, in which case it would work, since his forum admin password has nothing to do with direct server access or phpmyadmin.
I'm talking about direct database access here, when i say to go into the "user" table. |

Not exactly, you can use the tools.php utility to change an ordinary account into an administrator - so you just register a new account and then upgrade it. |
