Do you have FTP access?

I find it rather odd that you forget your password AND your email address???

yes i do have an ftp, ididnt forget it i have it but it says wrong password, and when i try to retreive it by my email its says wrong email

Make a new account with whatever password you want, then go into the "user" table, look for your md5 password hash and the salt, copy/paste the salt and md5 password hash into the appropriate fields in your admin account. While you're here you can also retrieve your email and/or change it.

That won't work, because he doesn't know what the password is. I'm sure there's a utility provided with the default vBulletin files, in a do_not_upload directory, that will reset the password of an administrator if you upload it via FTP :)

Well i'm assuming he doesn't have access to his board account, but still has access to his server and/or phpmyadmin, in which case it would work, since his forum admin password has nothing to do with direct server access or phpmyadmin.

I'm talking about direct database access here, when i say to go into the "user" table.

Not exactly, you can use the tools.php utility to change an ordinary account into an administrator - so you just register a new account and then upgrade it.
