I must admit that I'm with Logician on this one.

Have a look for vbindex 1.3 (in the Full Releases Section). There's a polls facility in that (written by wajones from vbportal). You should be able to use the polls bit on non-vb pages by requiring vb's global.php file at the very top of the non-vb page, before the [HTML] tag. You will need to tinker with the vbindex 1.3 index.php file and create some new custom templates for the poll stuff.
