The idea that comes to my mind would be to force a post preview like here: https://vborg.vbsupport.ru/showthread.php?t=105847 and to ad a box with the rules to the preview template. You could also place some note near the submit button that user agrees to the the rules by submitting the post.

The other would be a double click solution (the real submission button would be hidden and only after clicking 1st fake button the message with rules would pop up and the real one with agree to the rules note would replace the previous fake button) It wouldn't be difficult to code it, just a bit of javascript or even only css could do it...

And using forum id conditionals for showing the right rules message for the right forum.
