I've been using Hostmonster.com for almost a year. Its shared hosting but so far its always been up and provided good performance for my forum. Support is good and not outsourced which was a factor for me. 300 gigs storage, 3k gigs transfer, unlimited domains (as add-ons) and just about every add on you can think of. They also offer the choice of either php 4.4.6 or php5. Only $5.95 per month.

Loads seem to be fairly low, though I'm only running a mid-size forum with an average of 40-50 users online most of the time. I don't know how to check query time/qty so I don't have that as a gauge.

As stated before, most shared hosting plans don't expect many (if any) accounts to hit their max. If you have the kind of data you are better off going dedicated.
