The site has a little over 10k users so not everyone is going to be nice but I was just wondering how strict everyone is on their site and if you have like a good guideline on when to contact a user and tell them to knock it off.

At the end of the day always remember your paying the bills and the site owner. I understand it can be hard at times if you have a big board, as people may jump on the band-wagon with the original person at fault. Just for the sake of joining in the trouble (some people are like that). But if they need banning, they should be regardless of what others think. And it better to deal with it fast to avoid other members getting involved the longer it goes on. Especially if you can see other on the board are starting to take sides with the person at fault, as that will just egg-him on more and before you know it you'll have even bigger problems to deal with.
