Is there a mod that tracks what state members are from?

i see the world map hack out there, but i was looking for a way to allow users to enter their state on registration and being able to track # of members by state.. Should i just add a custom 'State'...

I am looking for the best way to prevent (or identify) a banned users IP from posting to my site as a different user and a proxy IP

or a way to see a users Real IP address.

for example, if i banned an ip address, a spoofed ip shows as a different ip and they still get access...
