There isn't a way around the email confirmation, someone clicks the link and the bot goes to work. The only way they might get around it is if your permissions aren't setup right.

I think it's a custom port of the vB3.0 bot. As far as I know there aren't any for 3.5 yet. You might want to contact the GovTeen owner to see if he's willing to release the code.

I know there is a hack for vB3.0 that stops banned users from logging out. It would be nice if a plugin like this can be for vB3.5 :).
