Is it possible to give access to moderators to create/move/delete subforums that they moderate without giving them "administrator" access (i.e., give them access to the admin panel)?

I need to keep all messages on a forum marked as read. I need this for a couple of forums, espiecially the ones that are populated by RSS feeds.
