Limit user registration to US IP addresses only?

My site is based around the US only. I am having alot of scammers from Europe and the Middle east sign up and post nonsense. Is there anyway I can limit registration only to people based in the US...

Changing the function of "What's New?" in navigation bar

Is there any way to change what exactly the What's New? tab shows in the nav bar? I would ideally like it to show all the recent posts from within 24 hours, newest first.

Yah just called in to Godaddy, they really weren't any help. They said the SQL connection was working fine, they weren't sure why it would have lost connection..

Time off by 6 hours changing GMT setting doesnt do anything..

I have 4.1.9 and my time is off by about 6 hours. I live in Chicago, Illinois and even though its 8:30 here it says 2:30 on my site. I tried changing the time settings to offset 0 but it didn't do...
