add more text and hyperlink to forum block?

how can I either
A) Add more text, with break tabs in the top of my forum block,
or
B) make the title of the forum block into a hyperlink to another page?

on the example i would like another...

Not quite what I was looking for, the one I used to use had more control by usergroup, set it to only allow bumps in certain sections such as buying/selling, as well as a nice bump image in the posts...

Hi, I used to have a mod for 3.8 that was a button called "Bump".
this allowed people to bump a thread to the top, without adding a 10char spam post.
I cant find this for VB4 (4.0.1 specifically....

Hi, is there a 4.0.1 version of a bump thread mod? I have searched everywhere and cant find one. We used to have one on 3.8, it had a nice little bump button, and saved people having to spam to bump
