Keep getting this SQL DB error emailed to me

Just upgraded to 4.1.7 and I am getting this error email about 40 times a day and I cant find the error, I visit the referring URL and it works fine. No complaints from the board members either.

I'd like to see a script or mod that will allow for example, only admins to be able to have externally hosted avatars, while the rest have to upload their own.
