To help other people that might run into the same issue, check your crons, they are all out of date.

One of my admins realized that the system date is incorrect and wanted to adjust it. He made a mistake and set it to December 2008 instead of December...

How can I activate this feature?
I can upload a animated avatar but it won't animate after I upload it.
Just like it is here, it just sits there and won't rotate.

Every time I try to upload an attachment I get this "Your file of 876.8 KB bytes exceeds the forum's limit of 97.7 KB for this filetype.
I checked to see in User Group and the Attacment size is set...
