Ok I uninstalled and reinstalled the latest version and STILL have paypal trying to charge $9.99 S/H on my donations. It seems random though, not all users see this problem.

I have some idiots that keep registering on my site after I ban them, but since they are on a internet connection that gives them a different IP address each time, it is hard to block them all... ...

yeah, but I want to give the "approvers" the ability to allow them in... What I really need is to give someone the ability to change someones elses usergroup ( without giving them super mod privs).
