I would reccomend asking around vBulletin designers/skinners and getting a quote and also looking at the quality of their portfolio. The cost will vary depending on the complexity of the IPB skin.

I think you would have to ask the author for permission. It would be fine however to recode them for your own personal use (I.E the sites that you purchased te skins for initially)
