Possible to merge two usergroups?

We have 3,000 members in "users awaiting email confirmation".
Is it possible to merge these members into registered members and activate all of their accounts?

If so how?

I know there's a demand for this mod:

Allow moderators to approve new users in the user moderation queue.
Currently only admins can do this.

I loved this hack but the green "forum rules"...

Allow moderators to edit Usergroups?

Hey guys, I need moderators to be able to edit usergroups and that's it.
I found an old hack to allow this and do exactly what I need but it's outdated.

Bottom line:
I need a usergroup that can ONLY approve new members.
This is for a business....
