Permission confusion

The following permission settings exist:
Default usergroup permissions (DUP)
Forum permissions (FP)
Individual user masks (IUM)

Shouldn't the FP override the DUP? Seems like it should, but it...

AdminCP -> vBulletin Options -> Cookies and HTTP Header Options -> Path to Save Cookies

I changed the 'Suggested Settings' dropdown from '/forums/' to '/'
