for some reason, i cant download hacks because it says im not licenced. my email IS in the priority area and my board is http://www.grimmauldplace.net

It's case-sensitive; also make sure that you don't have any leading or trailing spaces.

Try logging out and back in again. Sometimes the system can be finicky.

You can also try resubmitting the form without changing anything. But, if that doesn't help, there's nothing we can do here. You can try contacting contact@vbulletin.com to see if they can resolve the problem.
