does anyone know of any sites that teach HTML and PHP. i need something simple that anyone could use easily.

For PHP you can go to the PHP Manual.

    That's probably the clearest place to find php reference. Some buddies of mine will be getting together soon and will be writing some php data for vBulletin. So your not left shooting in the dark.

I Didnt find the php manual helpful at all

the php manual is hard to use if you dont understand what you want, try www.spoono.com for some tutorials, I also use www.webdevforums.com sometimes, otherwise just search on www.google.com for php tutorials or something like that.

If you didn't find the manual helpful, then I don't know what to say.
