Remove "agree to forum rules" step from register page

Description
With this simple Addon you can remove the first step at the registration from where the users needs to check I have read, and agree to abide by the vBulletin Community Forum rules.

This plugin removes the step of the register page, so you now can open:

Template: quick_register
Find:

Code:

what is the benefit of having a user not agree to rules? So they can come on and do whatever they want and nothing you can do about it cause you dont have rules in place?
