How do you retrieve information about an IP address (like who is the owner)
 

I am using this service:

www.ripe.net

but unfortunately it fails to provide information for a lot of IPs. Is there anything better ?

Actually, you can't unless you have a policy stating that you have all rights to do a search on their IP for future reference.

To block those IP, I suggest you put them in the .htaccess

There are good adviced in this thread. I already follow most of the advices, but not all - like protecting the admincp panel with a ".htaccess" file. I will do it ASAP.

Aye, its freely available information and PCs broadcast it. Please show laws and how they apply to X countries/states/provinces/territories.
