Doesn't do all of what you listed, but http://www.mkportal.it/

I don't use it, so I'm not sure of how well it works, but the last I heard it was free.

Some of these systems exist for vBulletin and are availabe here on .org - Those that you don't find, get someone to create :)

Events -- Dunno..but there are a couple of Event-to-thread mods here.
Picture Gallery -- Photopost/Photopost vBGallery - vBGallery is to be $60 apparently.
JukeBox -- vBRadio? ZeroTolerance's hack was pretty fun.
Links - No idea. Haven't played around with these.
Downloads - www.thevbgeek.com - GeekMart/Geeker - Commercial under $50.
