There should be a rule which states something along the lines of All submitted skins must include a PSD file and all buttons must be in english.

No thanks. When I create a skin I do it for my own self. But if I were to ever release skins here then you best believe that I would include a percentage of PSD files and would ensure the buttons are all in english (This is an english only forum) it is all about respect - respect the people you are releasing your works to and the majority of them will in turn respect your copyright rules.
