On my forums, it is as the first example - you click quote and your cursor is put inbetween the quote code. I'm on firefox. I just tested on Safari and it is the same way. I'm running 3.6.8. What version are you running and what browser?

Have you changed anything in the quotes template? It's got me confused as I never even paid attention to how it worked until you posted this thread. ;)
