I use http://www.dnsstuff.com/ which unfortunately just went corporate so you don't get many searches per day, but it's still excellent.

I just found out from where is the guy that sent most of the requests attempting to crack my server - he is from Mumbai, India.

I would suggest using the only real source for IP allocation information... ARIN
