colour change

this is probably very simple yet it beats the *** off me ;) basically I want to change the default colour around the quick reply as in pic,any help appreciated.
addendum tried to attach pic but refused for some reason,but if you look at the quick reply at the bottom of this post the bit I want to change is the cream surrounding.

Change the Panel Sorund, that should get it.

already tried that but it only covers the edges I want to change the colour around the part including the bold,italic,underline,quote,jeez this is hard not being able to up an attachment.

Edit the Last area, that is WYSIWYG controls, edit the first setting in the box.
