If I understand your question correctly, the same variable for table background is used on the cat backgrounds in that dropdown.

So, the Table header option controls the background of the dropdown categories.

It is all done with css, the blue is a transparent image that loads when you scroll over something. If you go to the main css part of your style manager and look for the pop control options (there are two blocks) you should be able to achive the same look at your forum.

Oh, that's not default? I thought they both used the same variable as set in the style settings.

But if you mean it not displaying unless you hover, well, that's not default. ;)
