I put this code at the begining of my header but I am getting a 1/8 inch gap at the top. I want this to start at the very top. Any ideas what is happening?

shud change the cellpadding to 0

and when u have topmargin and leftmargin set to 0, you should just put "margin: 0;" in the css of headinclude ("body" section), otherwise u have to refresh for it to appear properly
