ummm is ummm that drop down menu on the main forum a Template edit.....or a PHP hack?

like on the main Forum page where it states the Moderators of that forum.......instead of it being text i want it to be a drop down menu i've seen in on other sites

Its just a template edit. Its an easy one also.
