Smilie window no longer visible:::: help!!

For some reason i am unable to have the smilies window appear on my board's new thread or new reply window. I tried reverting those templates back to the original and it still does not work.

I don't think guests can access the newreply/topic pages so can you post a screenshot instead?

here is the screenshot of the new reply and new thread template. notice along the leftside of the screen there isnt a smilie box.
