Letting Banned members bypass "Banned Message"

I got this hack on this forum that displays the last 30 banned members. So I edited my banned user phrase at the bottom where it says if you feel you might be banned then click here.

So how can I make it for the page that displays the last 30 x banned members so that even banned members can view it?
