Interested in making a portal page

Ok, i'm pretty new to this, and from my understanding a portal page is a page that pulls information from the forum and puts it in certain areas on the page, and it changes as it changes. I think it might know who you are when you go to it, and remember certain forums that you've been to. Anyone link or help me in the right direction?

I suggest you have a look at the vBAdvanced CMPS. It's a Portal and Content Management System that should pretty much cover your needs.
