I would advise you to buy Macromedia Dreamweaver, it's the best to my opinion...

Pay for a text editor ?
Yes but when you edit "functions.php" in DW it will mess it up.
So i just use Notepad and sometimes Wordpad.

By default DW will "fix" missing tags and such often breaking your code.
If you go to Edit >> Preferences, click on the Code Rewrite section and uncheck the top two Rewrite boxes this will not happen and everything will work fine. If you still want it to fix your code in regular .html docs but not .php or whatever, leave those top two boxes checked and just below those boxes there is a Never Rewrite Code option and you can set it only to leave certain extensions alone (like .php .asp etc.) and it will only leave those file types alone. ;)

You could also give Programmers Notepad a try. It's free :)
