Custom Usergroup Avatar Problem

I have lots of costum usergroups in my board. And I cannot give them permission to upload custom avatars.
vbulletion options users can upload avatars is on.
I edit the usergroups settings to let them upload avatars i click on save. But nothing changes.

Is there a way to do this ?

What do you mean nothing changes, have you tried logging into a users account in that group and checked for yourself?

The deal is I enter the admincp and browse the user groups even I let a usergroup to upload avatar and save the file when he reloads he didnt give the permission. I am pretty confused with this situation 2.

As i asked did you try logging in as him and checking to make sure that he is not confusing options up?

Yep I gave a try to that and all my users in the custom usergroups cannot upload their own attachment. I dont understand why ?
If you need admincp pass I'll hand it over you so you can check it
