If i wanted to edit, say this section
Admin Cpanel / vBulletin Options / Email Options
in vB3 how would i go about doing so?
I got debug mode on but for some reason i cant seem to figure out where it would be

If you want to edit the wording of it, then they are in phrases.
Otherwise, you will want to look at the setting table.

Basically i want to edit a section LIKE that, in the same list, but isnt the EMAIL one ;)
So i need to edit the PHP part but dont know where too look.

All the vBulletin Options are stored in the database. The settings themselves in the setting table and the wording of them are phrases. The actual group is in the settinggroup table (and the wording is phrases as well). So no PHP editing needed to edit the settings. If there was, though, it'd probably be in admincp/options.php or includes/adminfunctions_options.php.
