No php.ini file

I am having trouble with all of my forum's email functions. It will not send email. It cannot find the mail server. My research has taught me that I need configure the php.ini file in c:/winnt. However, when my sys admin searches the server he cannot find the file.

Why would my server not have the php.ini? Is this possible? Where can I get one?

Create one, then. IIRC the full PHP zip download has a file named php.ini-dist which you can rename and dump in %SYSTEMROOT%.
