403 Forbidden??

Greetings all,

Hope you are fine and well, and please forgive me harrassing you with this problem

I am trying to upload my vb 425 to my domain www.moltaqa.co.uk.

1. I created the folder via FTP in public html under the name www.moltaqa.co.uk.
2. I uploaded everything in the upload file under the above directory.
3 I created the DB, DBname and I linked the name with DB and the password as required.

When I am trying to start the installation, I am getting the following error:

403 Forbidden
Request forbidden by administrative rules.

I am using goddady host. The PHP v is 7.3, I reduced it to the minimum up and down thinking it might be related, however, nothing worked.

I tried to find a sulution searching the net with no luck.
I do appreciate your kind help please.

Clearly there is something wrong wit the read permissions, somewhere. Per our article https://www.godaddy.com/help/common-web-page-errors-2505 -

The problem is fixed now
The issue was with line 69 PHP v
it was suppose to be PHP7

Now I need to download some additional languages.
Where can I get them please?

It looks like your site is arabic, have you tried this?

That is right, its Arabic.
Also, you are totally right, I checked there and found the language file there.
