How can I move polls below first post? (Between the first post and the comments).

I'm using vBulletin 4.2.2

Well, it would certainly be possible, however I think it would be a flaw in design to do so. The polls by default are visible at the top of each page in a thread. If you move the poll below the first post, either you will only see it on the first page, or it will appear below the first post on each page, and that wouldn't make much sense on any page but the first, IMHO. :)

the problem I know I have is that people tend to not see the poll, thus they do not vote.

I think a possible solution would be to have a design similar to the mod forums where the "1st post" always appears and the poll shows to the right of it.
