Some people were use to the vB3 system... meaning that back then you simply edited the advertising templates directly. In vBulletin 4 you're supposed to use the Ad Management system as shown in your screenshot.

Now if your "other" style this does not work in has edited ad location templates, the ads will not show there. For the Ad Management system to function correctly in vBulletin 4 all default ad location templates need to be empty, check the style those ads to not work in, look in the templates under "Ad Location Templates >>" to see if any are colored red and if so simply click to revert the template which will remove the code and it will be empty afterwards - now in that style do your ads load properly?
