I would like something like this

If you go to this website here http://projectavalon.net/forum4/showthread.php?90039-M-6.0-kyushu-japan

You will see the poster is EMSC Earthquake Reporter (formerly USGS)

It seem to automatically write posts when there is an earthquake.

I rememebr once you could do this with NASA also.

I just cant remember how you set this up.Its like it automatically posts when there is an earthquake

It looks like they set up an RSS feed. You can do that in the AdminCP.

The forum is probably making use of a cronjob and then calls a (REST) API or RSS feed of that site. The API/RSS feed will return some information and then they can check their own database if it exists already. If not, create new thread.

There's no way to tell you exactly how to make it since every API/site is unique. ^ Unless RSS feed is being used.

emsc-csem.org provides a couple of feeds, you can scan the domain with feedly (https://feedly.com/) or any other reader.
