Creating Static shtml pages

Can somebody direct me to a good plugin for creating shtml pages for my site so I can have the navbar etc on the page? I have looked at a few plugs but figure somebody can direct me to a good one.

I am just looking to create pages like books.shtml or shopping.shtml for my forum.
