Usergroup Permission Issue- Cannot View Images/Attachments

One usergroup (out of 8) cannot view images/attachments in forums or CMS- but... they all have the exact same settings. (for attachments/usergroups).. any ideas?

all that shows is the imagename.jpg instead of the actual image. Only occurs in 1 usergroup.

Check the CMS permissions, I think there is a setting called "can download attachments"
