Go to AdminCP > Settings > Options > Friendly URLs and make sure you do NOT have Mod Rewirte URLs set. Or make sure you also upload the required .htaccess file from do_not_upload/Rewrite to your site if you are going to use them.

welllllll...so "basic friendly urls" or "standard urls" should be ticked? neither way works. And before I screw up something again....I should copy the contents of the .htaccess files from the cms & blogs folder and paste to .htaccess file in root folder?

Ah, you didn't tell us you had put the cms and blogs in different folders. Please see this section in the manual about this - http://www.vbulletin.com/docs/html/technical_vb4_installinsubdirectory

no...I do not have cms and blog in different folders...
sorry...guess I wasn't clear enough....I was referring to the htaccess files that are located in the "do_not_upload" folder....Should I copy the content that is located on these htaccess files that are located in "do_not_upload>rewrite>apache2>cms" & "do_not_upload>rewrite>apache2>blog" folders respectfully and paste into the htaccess file in root?

You would only use the .htaccess there if you are using Mod Rewrite Friendly URLs.
