I want to run my vbulletin 4.2.2 in my personal computer locally using localhost for testing purposes.
How can run it locally using localhost?

If you want to skip the installing all the pieces like php, apaches, mysql. Just grab a portable WAMP server, such as uniserver, easyphp, wamp, etc. and install one of those. They have all three programs built in and are easy to launch. With phpmyadmin you can also easily setup the db to have the correct database with the correct users and permissions.

I'm not sure what this means, but the answers above should tell you how to do that. I use xampp (which is available free here: https://www.apachefriends.org/index.html) on my pc and it works great. You just need to install it, start it up, and you're ready to install vbulletin.
Edit: If you do choose to try xampp, the current version has php 5.6 which I believe will only work with vb3.8.9 or vb4.2.3, but if you need an older version of php you can use the "Click here for other versions" link on the xampp download page.
XAMPP/AppServ installation usually works out of the box with vBulletin.

If you grab uniserver and choose the zeroXI version you can grab the modules that you want to work with, including which php version you want (from 5.2 through to the 7.0 dev), which db you want (mysql 5.5 or 5.6 or mariadb 5.5 or 10), whether or not you want phpmyadmin, among other modules you can choose from.
