Where is the question and answer registration option?

I was reading how to reduce spam registrations in your forum here: http://www.vbulletin.com/forum/forum/general/managing-your-community/387106-how-to-prevent-spammers-from-registering-on-your-forum

but I cant find how to enable the Q&A option

But I dont see where to enable, I attached a screenshot, where is the option?

Also I tried the option "moderate new members" , I set up but this is my first website using vbulletin so I dont know where do I receive notification to moderate new registrations

vBAdmin --> Settings --> Options -->User Registration Options --> Edit Settings --> Moderate New Members --> Yes or No
