Section Permission Bitfields

How would I create a permissions for forums: like usergroup permissions with bitfields, but for individual sections? Also how would I check such permissions?

ACP --> Forums & Moderators --> Forum Permissions

In there you can set different levels of access for each forum, for each usergroup.
