I have checked the following:

Check AdminCP > Settings > Options > message posting interface options > WYSIWYG is showing as the editor for those three dropdowns.

Then checked my own Forums > Settings > General Settings > Message Interface Options and make sure you have selected the WYSIWYG editor.

But the bar still not showing, any other reason that might caused this?

Perhaps post screenshots of those settings so we can verify it is setup correctly.

Also, Create a new style with no parent:

Styles & Templates > Style Manager > Add New Style
Parent Style: No Parent Style
Title: Default vBulletin
Allow User Selection: Yes
Save

Then browse the site using that totally default vbulletin style - do you still have the same problem?

If so, try disabling your modifications/plugins and see if you still have this problem.
Note: To temporarily disable the plugin system, edit includes/config.php and add this line right under <?php

define('DISABLE_HOOKS', true);

I have just tried another style and it was fixed, but how can I fix it in the original style?

If it works in another style, then that means you have modified a template and that is the cause of the problem. You need to go through all the modified templates on the page to figure out which one is causing the issue. (I would start with the headerinclude, header, and footer templates.)
